2 county paving projects move 1 step closer

County Commission Chairman Jeff Moss will hold a pre-construction meeting at 8 a.m. Thursday at the county commissioner office in the courthouse in Kingfisher on paving projects in Districts 1 and 3.

Bids were opened two weeks ago with Schwarz Paving Co. of Oklahoma City, the low bidder.

On Monday, commissioners approved a contract with Circuit Engineering District 8 of Alva to serve as project manager for the asphalt overlay projects.

The District 3 projects include EW 890 Road to NS 2840 Road at Okarche and NS2700 Road from EW 720 Road to EW 670 Road at Loyal.

The District 1 projects include:

• NS 2920 Road from S.H. 33 to EW 770 at Big Four.

• NS 2990 from EW 890 to EW 850 near Cashion and

• EW 890 Road from NS 2840 Road to NS 2860 Road at Okarche.

Moss said the object of the meeting will be to determine starting times for each project.

The engineering contract with CED # 8 sets a limit of $71,956.80 for the District 3 work and a limit of $89,487.67 for the District 1 project.

Total cost of the paving work will be $5,289,731.61 with District 1’s portion $2,962,789.61 and District 3’s portion $2,326,942.00.

In another action, commissioners rejected the bid of Zyzer for county road chip and seal work, submitted earlier, due to the bid being incomplete.

Commissioners will call for new bids at a future date.

Commissioners approved a utility affidavit for District 2 stating that utilities will be clear on the Dover-Crescent Road before the start of repaving work on Oct. 7, there are no encroachments on the project area and that no property owners will be displaced.

Commissioners issued a call for bids for the move of a generator and concrete pad at the Kingfisher County Fairgrounds.

Bids will be received until 4 p.m. Sept. 20 at the office of the county clerk and will be opened at the commission’s regular meeting on Sept. 23.

A statement of the work and plans for the project to be bid are located online at Kingfisher.okcounties.org and a pre-bid meeting will be held at the Kingfisher County Courthouse, Room 7, at 10 a.m. Tuesday, Sept. 3.

Commissioners approved a letter of support to the U.S. Department of Transportation for a Kay County bridge investment program in full support of CED 8’s application for a bridge grant.

The letter states that Kay County is seeking a grant for the Hunnewell Bridge (NBI 01630) because deterioration of the bridge poses significant safety risks to the public. A buildup of debris in the river channel has forced re-routing due to closure of the bridge.

The letter was signed by Moss as county commission chairman.

Three permits for pipeline crossings of county roads and two public access drives received approval as follow:

• Glenn Energy Services, LLC – crossing for an eight-inch steel line, four miles north of Kingfisher, District 1.

• K&J Construction – crossing for 12-inch fracking water line five miles east of Dover, District 2.

• H2 Services, LLC – crossing for 12-inch fracking water line located two miles south and four miles east of Hennessey District 2.

• Public access drive for Ryan Farrow, southwest of Cashion, District 1.

• Public access drive for Jackson Taylor (14-16-5), District 1.

All commissioners were present for the meeting – Moss, District 1, chairman; Ray Alan Shimanek, District 2, vice chairman and Anthony Schwarz, District 3 – as well as County Engineer Nik Smith, Emergency Management Director Ryan Deatherage, Sheriff Dennis Banther and County Clerk Jeannie Boevers, minute clerk.
