Board oks $1.36 million to repair KMS roof
Not long after reorganizing, the Kingfisher Board of Education made a significant investment to make roof repairs at the district’s middle school.
The board at its May regular meeting last Monday approved an expenditure of just over $1.36 million for the project, which is expected to be completed over the summer.
Members have discussed for several meetings with former KMS Principal Keith Campbell (who is now at the new junior high building) the need for repairs to the roof, which has numerous leaks and other issues in a variety of spots.
The board heard a proposal during its April meeting from Josh Rhodes, a territory manager for Garland Company Inc., which deals with a lot of commercial roofing projects.
Rhodes provided board members with an analysis of his inspection of the roof and provided multiple options for them to consider.
On Monday, the board awarded a contract to Crawford Roofing of Chickasha for $590,170 in labor to install a Liquitec fluid applied roof system.
The material, which costs $770,329, essentially comes with a 20-year warranty “which is longer than probably you or I will be around on the board,” said Superintendent Dr. Daniel Craig in making the recommendation.
Garland manufactures the roofing system and will oversee the installation by Crawford Roofing.
“Due to a particular building code, only the manufacturer is allowed to dictate how the roof is applied to the structure and the warranty period is based on the application,” Craig told the KT&FP. “So Garland oversees the installation because Garland is issuing the warranty.”
The total cost of the project was $1,360,499.
Other bids (for labor and materials) were $1,532,738 from Martin Roofing and $1,610,000 from S&S Roofing.
The Martin Roofing bid came with a start date of 165 days after the awarding of the contract. The S&S Roofing bid was 30 days.
The Crawford Roofing bid said work could start seven days after the contract was awarded and 90 days to complete.
“The plan is to have materials here prior to the end of school so they can start basically the week of or the week after school ends,” said Rhodes, who was at the meeting.
When asked by Craig if the project “should” be finished by the time school begins in mid-August, Rhodes said “yes.”
The vote came after Jim Perdue was elected board president by his fellow members. Perdue is entering the fifth and final year of his cur rent term on the board.
Charles Walker, now in his fourth year, was elected vice president.
Dana Golbek began the meeting as president, but was elected clerk as she begins a second term. Golbek was president for the previous year and was re-elected to the board last month.
Terry Payne and Carly Franks were also present for the meeting, which was moved from the Board of Education Office to the KHS cafeteria due to a large number of guests.
Temporary appropriations for 2022-23 that were prepared by Britton, Kuykendall & Miller CPAs were approved.
Required for any warrants the board expects to issue the next fiscal year prior to the approval of an estimate of needs, the temporary appropriations totaled just over $17.2 million in the general fund, $1.7 million in the building fund, $516,214 in the child nutrition fund and $235,450 in the cooperative fund.
The district is required to file the application for the appropriations with the Kingfisher County Excise Board.
A number of annual contracts were renewed with unanimous votes:
• Clearwater Enterprises LLC as the district’s natural gas supplier. Craig noted the agreement has saved the district money in the past year despite rising prices;
• Moore Therapy Service for occupational therapy services;
• Amanda Upchurch for speech and language therapy services;
• Oklahoma State School Boards Association (OSSBA) for a number of employment-related services;
• Britton, Kuykendall & Miller CPAs for annual financial audit;
• Tiffany Jenkins for language therapy services and TakeFlight materials;
• Presdon LLC for speech and language therapy.
The board also approved a buyer-broker service agreement with Margaret Phillips Realty of Kingfisher.
The agreement is in regards to the potential purchase of a home on 13th Street that sits east of the high school and west of the track and field complex.
Administration office staff were re-appointed to their duties for 2022-23. They include: Dawn Tollefson as encumbrance clerk, deputy board minutes clerk and deputy treasurer of payroll; Pam Werner as treasurer, activity fund and child nutrition account custodian and board minutes clerk; and Amy Woods as payroll and insurance coordinator, deputy treasurer, deputy encumbrance clerk and deputy of the activity fund and child nutrition account custodian.
A number of personnel moves were made after an executive session.
