County commission delays approving Big 4 fire bid

Kingfisher County commissioners took no action Monday on two action items at their weekly meeting agenda.

One was on accepting a bid on the Big 4 Fire Department remodeling work which was opened last week.

The second was on a declaration of surplus for the sheriff’s office.

Two bids were opened on the Big 4 Fire Department remodeling project a week earlier, one from RPC Operations of Kingfisher for $94,738 and the other from Bilt Contracting of El Reno for $103,750.

The bids were tabled after opening to allow further study. Commissioners voted to take more time to study the bids with Monday’s “no action” decision.

The declaration of surplus for the sheriff’s office involved a lengthy list of items, which were removed from the old county jail, which has since been replaced, and placed in storage.

The property list includes a number of household type items, including such things as a gas range, washer and dryer along with some office equipment and police equipment, including a body microphone and body armor.

The hangup came over a 45M handgun, which did not show up during the audit.

After tabling it last week, commissioners voted Monday to approve a letter of support to the Oklahoma Cooperative Engineering District board to seek grant funding to reduce and lower levels of embodied greenhouse gas emissions on Oklahoma’s roads and bridges. District 3 Commissioner Anthony Schwarz moved to accept the letter, noting that decision will likely have to be addressed in the future regarding such things as new materials in paving materials.

District 1 Commissioner Jeff Moss, chairman, and District 2 Commissioner Ray Alan Shimanek, vice-chairman, joined Schwarz in voting “yes.”

Commissioners also approved a schedule of county holidays for the year 2025, following the schedule in effect this year: New Year’s Day, Jan. 1; Martin Luther King Jr. Day, Jan. 20; President’s Day, Feb. 17; Easter-Good Friday, April 18; Memorial Day, May 26; Independence Day, July 4; Labor Day, Sept. 1; to the District 1 shop addition, meeting state requirement, such as higher ceilings. • A right-of-way permit for Marathon Oil Co. to cross a District 3 county road nine miles west and three miles north of Okarche with a four-inch polyester layflat line. • A right-of-way permit for K&J Construction to cross a District 2 road with 12-inch and three-inch lines at a point three miles south and three miles east of Hennessey.

Columbus Day, Oct. 13; Veterans Day, Nov. 11; Thanksgiving Day, Nov. 27 and 28, and Christmas Day, Dec. 24-26.

Commissioners also approved the following items:

• A revised six-month bid list for road and bridge materials and commercial roadway work. Engineer Nik Smith said he had removed items the county no longer uses and on which bidders have quit bidding.

• Two tractors each for Districts 1 and 3, which will be used for trade-ins for new models through the state bid list, were designated surplus.

• An addition of $17,886

• Payment of a $5,054.67 invoice for eight county bridge inspections.

Included with the list of county equipment to be declared surplus for the sheriff’s office, Retiring Sheriff Dennis Banther included a letter citing state law, Title 19 554, allowing retiring law enforcement officers to keep their county-owned firearms and badges and requested permission to retain his.

The same statute allows retired law enforcement officers “to keep and bear arms.”

All commissioners, plus District 2 Commissioner- elect Mike Sparks, County Clerk Jeannie Boevers (minute clerk), County Clerk-elect Emily Lee, Smith and City-County Emergency Management Director Ryan Deatherage, attended the meeting.
