County commissioners begin new fiscal year with crowded agenda
Kingfisher County commissioners had a busy meeting Monday, enacting numerous county contracts for the fiscal year 2024-25, effective Monday, July 1.
The items included:
• a state detention transportation claim of $316.42;
• reimbursement of certain funds to the election board general fund;
• reimbursement of certain funds to the county clerk general fund account;
• reimbursement of certain funds to the law library general fund account;
• adoption of cafeteria (health insurance) plan for county employees;
• approval of the county investment policy;
• resolution designating county depository banks (BancFirst, Kingfisher; F&M Bank, Kingfisher; Community National Bank, Okarche; Community State Bank Cashion, Hennessey and Dover; and State Treasurer of Oklahoma); • a certificate of order to county clerks and county treasurers for Canadian and Blaine counties regarding transfers as necessary;
• FDIC depository agreements for Community National Bank, F&M Bank and BancFirst;
• authorizing County Treasurer Robin Rother to invest surplus county gen- eral funds, highway funds and Kingfisher County Industrial Authority funds;
• Kingfisher County Sheriff’s Office contract for medical staffing and contract with Turn Key Health Clinics, LLC, effective July 1;
• contract of $3,400 with U.S. Department of Agriculture (federal trapper); • Project NS-2970 over unnamed creek JP 34896(04) for services ending 5-31-24 in the amount of $4,500;
• Project EW-730 over unnamed creek JP 34638(04) for services ending 5-31-2024 in the amount of $3,900;
• Project EW-700 over unnamed Creek JP 341160(04) for services ending 5-31-2024 in the amount of $19,500, and,
• Project NS-2740 over Porcupine Creek JP 32859(04) for services ending 5-31-2024 in the amount of $7,800.
Pipeline crossings of county roads were approved in all three districts, as follow:
• Kingfisher Rural Water District #3 - One-inch CTS located two miles north and three miles west of Kingfisher, District 1;
• MarkWest Oklahoma Gas Co. - four-inch steel gas line located five miles west and one-half mile north of Kingfisher, District 3;
• K&J Construction 12-inch and three-inch drilling water lines located three miles south and five miles west of Hennessey, District 2.
Additionally a county disaster recovery plan received approval, naming each county official and designating responsibilities in case of a disaster and a contract between the county assessor and Bass Law firm on recommendation of County Assessor Carrie Turner.
Commissioners approved a notice to bidders for labor and materials for asphalt overlay programs in Districts 1 and 3.
District 2 was precluded from the paving work this year due to the impending retirement of Commissioner Ray Alan Shimanek, now designated a lame duck commissioner and the future election (Nov. 5) of his successor. State law prohibits expenditures of extraordinary funds in districts served by a lame-duck county commissioner.
