County hears presentations from Gooden, Deatherage

Kingfisher County commissioners heard lengthy reports on two matters at their weekly meeting Monday.

John Gooden, chairman of Kingfisher Trails, said he was appearing on the matter of the Kingfisher Airport Authority’s planned runway extension to allow larger planes to utilize the runway.

He reported the city had run into difficulty in developing a site for additional wetlands to replace those which would be lost through the runway extension and asked if the county could assist in cleaning up “Harry’s Hole,” an earlier day dump site across the railroad east of Atwood’s in south Kingfisher.

County Engineer Nik Smith raised a question whether the property was within city limits, stating he thought it was, which would preclude county action on the project.

Gooden’s presentation was not an agenda item, thus no action was taken.

Likewise, Emergency Manager Ryan Deatherage’s presentation regarding obtaining federal funds for an equipment trailer for use in emergencies within the county, plus the possi- bility of its use elsewhere in Northwest Oklahoma at the commission’s discretion, also was not an action item, so no action was taken.

Actions approved during the regular meeting included the following:

• Disposing of two JD Flex Wing Rotary mowers which had been declared surplus at last week’s meeting. The mowers are to be traded in on new equipment; • Declaration as surplus an electronic Bosch door opener belonging to the sheriff’s department;

• Declaration as surplus an HP Laptop computer belonging to the engineer’s office with proceeds to be deposited to the county fund from which the equip- ment was purchased;

• A solicitation of bids to provide labor and materials for oil and chip work in all three districts. (Bids may be submitted to the office of County Clerk Emily Lee until 4 p.m. Feb. 28 to be opened and read at the commission’s regular meeting on March 3.);

• Authority for Ovintiv Oil Co. to lay a three-inch poly line along E 750 Road at a point five miles west and five miles north of Kingfi sher in District 3;

• A permit for Howard Drilling Enterprises LLC to lay a four-inch lay flat line two miles north and 10 miles east of Kingfisher, District 1;

• Declaration as surplus of a 2018 ASUS computer for the commissioners’ office;

• Right-of-way permit for Glenn Energy Services for six steel gas lines (four and 12-inch) at a point three miles south and eight miles east of Kingfisher, District 1;

• Resolution for updates to the county employment handbook;

• Agreement with Circuit Engineering District 8 to provide engineering services to all three districts;

• Change order on Big 4 Fire Department remodel bid, changing the total cost from $94,738 to $98,629.75;

• Public service access drive for BCE Mach/Ranger Ron Construction located one mile north and three miles east of Dover, District 2;

• Public Access drive for a new home for Jason Coleman located at the intersection of E 840 Road and North 2960 Road, District 1.

All commissioners – Jeff Moss, District 1; Mike Sparks, District 2, and Anthony Schwarz, District 3, chairman – were present along with Lee as minute clerk, Smith, Deatherage, Sheriff Aaron Pitts, Gooden and citizen Kelly Buck.
