Kingfisher County commissioners approved onehalf of the 2021-22 fiscal year county general fund budget in the amount of $9,023,087.79 Monday.

The action allows county government offices to continue operating until the new fiscal year budget is formally approved by the county excise-equalization board later in the year.

Commissioners announced that the courthouse will be closed on Monday and their weekly meeting will be held on Tuesday next week since the July 4th Independence Day falls on Sunday.

A lengthy agenda received action with Vice Chairman Jeff Moss presiding in the absence of District 3 Commissioner Heath Dobrovolny, chairman.

Moss and District 2 Commissioner Ray Alan Shimanek approved each of the following action items unanimously:

• a resolution establishing various municipality and county investment policies;

• a resolution designating county depository banks, as follow – BancFirst, Kingfisher; F&M Bank, Kingfisher; Community National Bank, Okarche; Community State Bank, Cashion; State treasurer; Bank One, Tulsa; Bank of Oklahoma, N.A., Oklahoma City; Bank of Tulsa, N.A., Tulsa; Banc-First, Stillwater; BNY Trust of Missouri, St. Louis; Banc-Trust, Oklahoma City, and UMB Bank, Kansas City, Missouri. The resolution also designates the large safe in the county treasurer’s office as a safe and secure receptacle for temporary safekeeping of all county and school investments. The resolution also stipulates that no deposit will be made in banks exceeding FDIC insurance without notice from the state treasurer that the collateral has been lawfully pledged to secure accounts.

• A resolution authorizing the court clerk, including details, on dealing with reimbursement of certain funds, as set by state statute 62-2001, Section 335.

• Resolution No. 4 regarding reimbursements to the election board, also per same state statute cited.

• Resolution authorizing the county to join the Association of County Commissioners of Oklahoma (ACCO) self insured group (SIG);

• Resolution authorizing joining ACCO Self Insurance Fund (SIF);

• Resolution approving Oklahoma Bar Foundation Court Grant in the amount of $3,000 to be used for courtroom technology;

• Approving ACCO-SIG quote in the amount of $124,844 for FY 2021-22;

• Approval to pay the county’s ACCO Self-Insurance Fund payment under Option One (one payment for entire year in the amount of $182,286 as opposed to two payments totaling $185,021);

• FDIC depository agreements for Community National Bank, F&M Bank and BancFirst assuring collateral for deposits exceeding FDIC insurance of $250,000;

• Authorization for County Treasurer Robin Rother to invest county general, highway and industrial authority funds;

• Certificate and order to county clerks and county treasurers of Blaine and Canadian counties certifying that County Treasurer Rother has a surety bond;

• Approval of notice to proceed for Highpoint Partners on bridge widening project west of Okarche on Countyline Road, District 3;

• Approval of payroll for the month of June;

• A contract with Andrew E. Karim of the firm of Harrison and Mecklenburg to represent the county on matters regarding pipelines and roadway easements at a fee of $295 an hour as needed. Services for other attorneys and staff are cited at lower fees.

• Approval of a chip and seal change order to repair damage on NS 2850 Road in District 1;

• Approval of a chip and seal change order in District 2 authorizing adding two miles of chip and seal on EW730 Road between NS 2890 Road and NS 2910 Road.

• Approval of five access drives for Pintail Oilfield Services in District 3 including – .5 mile north of EW 820 road on NS 2810 Road; .5 mile north of EW 860 Road on NS 2710 Road; .5 mile north of EW 860 Road on NS 2710 Road; .5 mile north of EW 870 Road on NS 2760 Road, and 1,000 feet west of NS 2770 Road on EW860 Road.

• Approval of road crossing permit for Gateway Land Services three miles east and three miles north of Kingfisher in District 1, and,

• Approval of road crossing permit for Ovintiv two miles south and one mile west of Loyal in District 3.

County Engineer Nik Smith reminded that a quarterly county safety meeting would begin at 8 a.m. Wednesday at the county fairgrounds in Kingfisher.
