Courthouse parking lot project sees 7 new bids
Kingfisher County commissioners opened seven bids on a parking lot contract at the courthouse Monday and tabled them for action next Monday.
That will allow staff members to analyze the submissions to determine the lowest and best bid.
Commissioners in June awarded a bid to North End Construction for the project.
However, they voted to cancel the contract with North End last month after several failed attempts to ascertain a start date for the project from the company.
The commissioners then voted to start a new bidding process.
Bids opened Monday were from the following with base bid, alternate snow melting system bid, allowance for testing and inspection, unit per square foot price for 4-inch concrete sidewalks, unit price for six-inch concrete sidewalk and days to complete listed in that order:
• Red River Homes, LLC – $130,000; $65,500; $5,000; $6.75; $9. (days not listed).
• SPM Services, LLC –$160,000; $85,000; $5,000; $12; $15; 60.
• Box Construction, LLC – $174,000; $81,000; $6,000; $12; $14; 120.
• MMS Construction and Paving, LLC – $182,375; $79,575; $4,500; $9; $12; 120.
• Calm Construction, LLC – $196,225; $80,625; $4,000; $12; $15; 90.
• Firebrand Construction, LLC – $198,500; $95,140; $5,680; $9.50; $12.50; 80.
• Ellsworth Construction OKC, LLC – $205,595.10; $85,100; $15,000; $10.45; $9.90; 35.
Later in the meeting commissioners awarded a contract to Horn and Son of Sayre to build a new bridge in District 1 on NS 2960 Road just north of its intersection with EW 840 Road.
The Horn bid included a base bid of $62,000 plus $35 per foot for welding for piling over 40 feet and a charge of $250 per splice.
Other bids on the phone quotation project, allowed on projects costing under $100,000, included: Rick Dietz Construction – $76,230 base bid plus $50 per foot for additional piling over 40 feet for driving and welding.
Frontier Bridge – email received listing “no bid.”
Commissionersapproved a payment of $945.89 to the firm of Durbin, Larimore and Bialick, P.C. for condemnation legal fees for work on the Uncle John bridge on East Robberts Avenue east of Kingfisher and a continuation of a contract between the county health department and Mercy Hospital effective Aug. 31 for chest X-rays at a fee of $38.50 (two positions) per patient.
Commissioners also approved a contract for outside legal counsel with the firm of Riggs-Abney, et al, of Tulsa.
The contract for as-needed services, calls for a fee of $200 per legal hour, $225 per hour for litigation services and $110 per hour for travel connected to legal services.
Commissioners contracted with the Oklahoma Department of Transportation to provide advice on bridge inspection services, a twoyear contract.
The county has 252 bridges.
Commissioners submitted the names of Heath Dobrovolny, chairman, BOCC, County Clerk Jeannie Boevers and County Treasurer Robin Rother as officials approving federal awards totaling $22,177.58 for fiscal year 2023.
Commissioners also approved monthly appropriations for August, monthly state reimbursements for the offices of election board and district attorney and an agreement between the Oklahoma Department of Emergency Management and Homeland Security and Kingfisher County 911 emergency calling service.
Road right-of-way permits for pipeline crossings were approved as follow:
• K&J Construction – three-inch poly line five miles south and three miles west of Hennessey and 12inch lay-flat line located four miles south and two miles west of Hennessey, District 2.
• Singer Oil Co. – threeinch poly line located two miles south and four miles west of Hennessey, District 2.
• Marathon Oil Co. – 12-inch lay-flat line located one mile east and three miles south of Kingfisher, District 1.
• Leslie Land Services – eight-inch poly line located 11 miles east and one mile south of Kingfisher, District 1.
Present for the meeting were District 1 Commissioner Jeff Moss, vice-chairman, presiding in the absence of District 3 Commissioner Heath Dobrovolny, and District 2 Commissioner Ray Alan Shimanek, Boevers as minute clerk, Steve Richards of Glen’s Electric, Gang Li, architect of AiP and 911 coordinator Ryan Deatherage.
