Dover man facing 14 rape charges

A Dover man has been arrested after being charged with raping an underage girl multiple times.

Jesus B. Olivas Villalobos, 40, was arrested Thursday, April 4, after an investigation by Kingfisher County Sheriff’s Deputy Charles Blackburn.

Olivas Villalobos faces 14 felony counts of first degree rape after being accused of raping a girl under 14 years old multiple times between March 5 and April 3.

According to a probable cause affidavit, Blackburn began the investigation April 4 at Hennessey Middle School.

The affidavit stated a student told HMS Principal Ricardo Tarango that the student’s friend told her she’d been raped.

Tarango alerted the authorities, including the Department of Human Services hotline.

Blackburn and a DHS official went to the home of the alleged victim and spoke with her mother. She said her daughter told her the night before about the alleged incidents, according to the affidavit.

Authorities helped the alleged victim’s mother set up a forensic interview and medical exam, the affidavit stated.

Evidence from the exam was turned over to the Oklahoma State Bureau of Investigation for lab testing.

Other evidence was also collected, some belonging to the alleged victim as well as some that allegedly belonged to Olivas Villalobos.

Bond has been set at $250,000.

Each charge of first degree rape carries a sentence of no less than five years if found guilty.
