Hennessey board OKs larger sign for NAPA, grants setback exception for new homeowner

Hennessey’s NAPA store representatives were given the green light Monday evening to place a large sign at their storefront.

That 4-0 approval came from the Hennessey Board of Adjustment during its meeting last Monday at Town Hall.

That board has the final say if there is a dispute when the town’s building inspector turns down a building permit.

MEB Investments for NAPA was turned down for a permit last month because town codes “only allow a 24 foot, or smaller, sign.”

The requested sign was much larger than code allowed.

A 24-foot sign is small, especially on an industrial business the size of NAPA, said board member Les Cofer. He also asked when that size was set.

“A couple of years ago,” Town Administrator Tiffany Tillman said. “It would’ve been grandfathered in if it had been there before the codes were updated.”

That code book is a “living document and changes can be made at any time,” she said later.

Lester Home Setback Variance

The board also approved 4-0 a setback variance on a new home for the Trey Lester family at 314 Roughneck Ave.

It’s in the Red Bluff subdivision in the northwest section of town on and south of State Highway 51.

“The front property line was assumed to be the curb of the street and we measured 25 feet from the curb to the corner of the garage,” Jeremy Walker of Walker Construction wrote to the board. “After completion of the home, the property was surveyed by the abstract company and it was brought to our attention that the northwest corner of the garage is inside the front setback line.”

Board members also noted that property is on a cul-de-sac.

“The mistake was made because the property line is actually 13 feet inside the curb,” Walker wrote, and he asked “that they leave the structure as-is.”

Also, “The addition has a covenant in place and the HOA has already approved the structure as built,” Walker wrote.

As required, Tillman said each of the homeowners were contacted by mail about the request and asked if they wanted to protest.

“None did,” she said, “but we did get a letter from the Holders saying they approved it and had no objections.”

During board discussion, Tillman was asked if the town requires “surveys, before construction.”

“We encourage it, but it’s not required,” she said. “That’s totally up to the property owner.”

At the Meeting

Board of Adjustment members at the meeting were: Vice Chairman Dustin Vinson, Megan Choate, Keri Keel and Cofer. Absent was Chairman Richard Hedrick.

Town staff at the meeting were Public Works Director Alyssa Kubat and Tillman.

In the audience were: Matt Endres and Brian Mueggenborg with NAPA and homeowner Trey Lester and his builder, Jeremy Walker of Walker Construction.
