Norman company wins bid to pave county parking lot
Kingfisher County commissioners Monday awarded a contract to North End Construction of Norman, the low bidder at a price of $139,948, to pave the new parking lot area in the courthouse block as well as a bid of $82,901 to construct sidewalks.
The sidewalk portion of the project involves providing a snow melting system as well as all electrical work.
NorthEnd’sbidof$2,497 for testing and inspecting also was the lowest.
Commissioners awarded contracts to do asphalt paving work in all three commissioner districts to the low bidder, Ellsworth Construction of Oklahoma City.
Bids submitted by commissioner district included: District 1(four miles of paving on EW 890 Road/ CountyLine)–SchwarzPaving, $1,067,893.80; Haskell Lemon Paving, $1,085,740, and Ellsworth Construction, $1,066,339.55.
District 2 (pav-ing on NS2890 and EW 590) – Haskell Lemon, $1,653,980.50, and Ellsworth, $1,571,934.05.
District 3 (five miles of paving on NS 2700 Road by Lomega School) – Haskell Lemon, $1,653,352.25, and Ellsworth, $1,618,789.70.
District 2 Commissioner Ray Alan Shimanek, who commented on the competitiveness of the bidding, moved to accept the low bids of Ellsworth in all three districts with District 1 Commissioner Jeff Moss seconding the motion and District 3 Commissioner Heath Dobrovolny joining them in voting yes.
Additionally, commissioners approved the sixmonth bid list for road and bridge materials and commercial roadway work as compiled lowest to highest, which will go into effect on July 1. Bids were opened the preceding week and tabled to allow compilation by the county clerk staff.
County Clerk Jeannie Boevers delivered the lists to commissioners at the meeting.
Commissioners called a special election by county voters on Aug. 8, requesting renewal of a one-half cent county sales tax for a five-year period beginning Jan.1, 2024, dedicated to county road and bridge maintenance and improvement.
All voting places in the county will be open for the election from 7 a.m. to 7 p.m.
A resolution approving county officers’ travel allowance as authorized by state law received approval, including $1,000 for each county commissioner and sheriff, $900 for assessor and up to $800 for county clerk, court clerk and treasurer.
Commissioners approved participation in the Association of County Commissioners Self Insurance Fund (ACCO-SIF) workers compensation insurance program and one payment of $175,748 premium, as opposed to a cost of $178,384 if the policy were paid in two payments six months apart.
Circuit Engineering District No. 8 received designation as construction manager for county project #31857, Robberts Avenue bridge over Uncle John Creek Three permits for pipeline projects by or across county roads received approval as follow: District 3 – 12-inch layfl at line located 14 miles west of Hennessey and three miles south of S.H. 51.
District 2 – 12-inch and three-inch lay flat lines located nine miles east and two miles south of Dover.
District 2 – 12-inch and three-inch lay flat poly lines located eight miles east and two miles north of Dover.
County Engineer Nik Smith also attended the meeting, assisting with the bidding process.
