RWD No. 3 seeks county approval for grant
Bill Reitz, representing Rural Water District 3, requested Kingfisher County commissioners to approve the water district’s application for a NODA grant Monday.
Reitz said the grant application would include funding requests for two generators and a SKADA system so that the district manager could control the generator at the district wells without making a trip to the well site.
Reitz estimated the cost would not exceed $80,000. Commission Chairman Heath Dobrovolny asked Reitz to leave paperwork for the grant application with the board so that it can be placed on the agenda for official action at next week’s meeting. Reitz thanked commissioners for earlier assistance in obtaining a water line project for the district and reported that work is currently under way on new lines.
Later in the meeting County Engineer Nik Smith reminded commissioners to identify oil and chip projects that they want to do in the coming months so that the county can solicit bids early.
Last year, commissioners received no bids on planned road projects because of a shortage of materials.
Dobrovolny suggested that the roads to be black-topped next year be identified within the next two weeks. He pointed out that the supplier of rock for oil and chip projects no longer produces threeeighths rock commissioners often use for the top coat of double-coated projects. He said he has been notified that the suppliers have indicated requests for three-eighths rock need to be made well ahead of time if the suppliers are to be asked to produce them.They are principally making five-eighths inch rock for road work.
Dobrovolny reported he has been advised that the county should stock up on oil for road work early but noted that he had no place to store oil on the District 3 yard.
District 1 Commissioner Jeff Moss suggested early contracting oil with suppliers for delivery when needed.
In action on agenda items, commissioners approved removing Ann-Taylor as receiving officer for the Hennessey Public Library and replacing her with Mikahayla Beebe, the monthly financial reports of the sheriff, treasurer, court clerk, county clerk, assessor, election board, health department and court clerk preservation fund and a number of water line rightof- way permits to cross county roads as follow:
• Devon Energy – threeinch poly line one mile north of Okarche, District 3.
• K&J Construction – three locations, two in District 2, including one for a 12-inch layflat line and a three-inch poly line located five miles east of Dover, and one for a 12-inch flat line one mile south of Dover, and one in district 1 for two lines located nine miles east and two miles south of Kingfisher, 12-inch and three inch lines.
• Mach III Midstream – 10-inch poly line located six miles east of Dover, District 2.
• Howard Drilling Enterprises – 10-inch lay flat line located 10 miles east and four miles north of Kingfisher, District 1.
• Devon Energy – Public service access drive located one and three-quarters miles south of the S.H. 33-N 2700 County Road intersection and west into, District 3.
District 2 Commissioner Ray Alan Shimanek moved to accept the low telephone quote from Dean Horn and Son of $39,000 to build a 28-foot bridge on the county line road west of Hennessey in District 2.
Other quotations were submitted by Rick Dietz, $48,000, and Railroad Yard, $55,000.
