With our national debt now well over $30 trillion, former Speaker of the House Newt Gingrich tells us that according to a recent poll conducted by McLaughlin & Associates, over 70% of voting Americans favor a constitutional amendment to balance the budget. The 1990s formula for balancing the budget, spearheaded by Gingrich, was to control government spending, cut regulations, reform welfare so people had incentives to work, and cut taxes in order to increase economic growth and increase revenues as the economy got bigger.
