67-year-old woman’s arrest follows traffic stop, pursuit, assault, tasing

A routine traffic stop last Tuesday involving a Cashion police officer and a 67-year-old woman led to a pursuit, an alleged assault of the officer and use of the officer’s taser before the woman’s eventual arrest.

Debra Sue Hamil, 6150 S. Portland, Guthrie, was released on $10,000 bond Wednesday after pleading not guilty in Kingfisher County District Court to a felony charge of assault and battery on a police officer and misdemeanor charge of resisting an officer.

Cashion Police Officer Charles Missine stopped Hamil’s pickup truck about 2:50 p.m. Tuesday on Boulevard Avenue in Cashion to advise her of a broken taillight, according to his affidavit.

Hamil allegedly responded that she had been driving the truck with defective equipment for the last six months.

When Missine presented her with a citation for the taillight, Hamil refused multiple times to sign it, even when Missine advised her she would be arrested for failing to do so, according to the affidavit.

When Missine ordered her out of the truck, she refused, rolled up the window and locked the door.

After Missine again ordered her out of the truck, Hamil drove away with Missine pursuing her in his patrol vehicle to DCP Midstream on N2760 Road, where she stopped again.

According to Missine’s affidavit, he approached her vehicle with “my sidearm in hand” and again ordered Hamil out of the truck before opening her door, placing her in a wrist lock and using “an arm bar takedown” to remove her from the truck.

While on the ground, Hamil refused to put her hands behind her back and started to kick, landing one kick in Missine’s groin and pushing him back, according to the affidavit.

Hamil tried to get to her feet, refusing again to put her hands behind her back, according to the affidavit.

Missine then “deployed my taser as a less lethal option to get Mrs. Hamil to comply,” according to the affidavit, but Hamil continued to try to stand, despite Missine’s repeated commands to lie down and put her hands behind her back.

Missine tased her a second time and then was able to take her into custody, according to his affidavit.

Missine called an ambulance to the scene, but Hamil refused medical treatment and Missine transported her to Mercy Hospital Kingfisher, where she was medically cleared before being taken to Kingfisher County Jail.

Hamil appeared in court Wednesday without an attorney and is scheduled to return to court Aug. 27 for a bond appearance.

If convicted of the felony offense, Hamil faces a possible sentence of up to five years in prison and-or a $500 fine.
