Commissioners approve $1.75 million deposit

Kingfisher County commissioners Tuesday agreed to place $1,750,000 in certificates of deposit with the county bank where County Treasurer Robin Rother is cashing in a $3 million CD to acquire funds for disbursement to schools and other entities after the settlement of the DCP energy ad valorem tax protest.

Rother said the bank requested the new county CD to facilitate transition of funds within the bank to meet the $3 million CD withdrawal.

Rother reported the county’s CDs are all of six-month duration and come due on an alternating basis so if the county needed funds for current expenses another CD could be cashed in to cover them.

She reported the county has $12,619,000 in the general fund and some $24 million in highway funds.

Rother said that surplus funds paid to the county on protested taxes are invested in interest-bearing CD’s until the protests are decided.

Commissioners tabled action on purchase of a tanker tender for Big 4 Fire Department as no fire department representatives attended the meeting to make a recommendation on the bids and five permits for 16-inch steel gas lines for Targa Resources in District 3, to allow gathering additional information.

District 3 Commissioner Heath Dobrovolny moved to rebid a short block engine replacement for the Loyal Fire Department after no bids were received for the scheduled bid opening Tuesday. Chairman Jeff Moss, District 1 commissioner, and District 2 Commissioner Ray Alan Shimanek joined Dobrovolny in voting yes on the action.

Loyal Fire Department representatives Richard Meyer, Dusty Biehler and Tracy Gardner attended the meeting and requested that the purchase be re-bid.

Commissioners approved removing Michael Henry and Greg Smith as requesting officers and adding David Wilson to that position, then removing David Wilson as receiving officer and adding Greg Smith and Scott Hill to that position for the Cashion Fire Department.

A permit for a 12-inch lay flat water for McDonald Land Services in District 3, located three miles south of Loyal, received approval as did a 12-inch fresh water line in District 2 located one mile south of Dover.

County Clerk Jeannie Boevers served as recording secretary for the meeting.

Also present were County Engineer Nik Smith and Pipeline Inspector Cody Murray.
