County approves sheriff’s commissary report

Kingfisher County commissioners approved a sheriff’s inmate trust report, a new state requirement, a change in requesting and receiving officers in the county assessor’s office, disposal of outdated communication equipment in the District 3 headquarters, a solicitation for bids for oil and chip work this year and two road crossing permits Monday.

The short agenda required only 19 minutes to complete.

Commission Chairman Ray Alan Shimanek, District 2 commissioner, returned to duty after sustaining a light stroke two weeks earlier.

His wife, Jamie, accompanied him.

The sheriff’s office report dealt with the jail commissary fund through which prisoners can buy personal items, pay medical costs and court-ordered incarceration costs.

Sheriff Dennis Banther said purchases through the fund are provided by a contractor, Prodigy Solutions, only one of which is available for such transactions.

The report showed a beginning balance of $10,000 in the fund. $3,362.74 payment from commissary operations, disbursements of $1,195.68, leaving an ending balance of $12,167.06.

Commissioners approved removing Amanda Altizer as requesting officer and naming Angie Ulsaker as requesting officer and adding Bobby Jo Womack as receiving officer in County Assessor Carolyn Mulherin’s office.

Outdated communications equipment in the District 3 office, which were declared surplus a week earlier, received a unanimous vote for disposal.

District 3 Commissioner Heath Dobrovolny said the equipment, which included an assortment of radios – stationary and mobile – a time clock and a gate set would be junked as unusable.

The bids for oil and chip work on county roads must be received in the office of County Clerk Jeannie Boevers by 4 p.m. on March 20 and will be opened at the regular county commission meeting on March 23.

The following pipeline road crossing permits received approval:

• McDonald Land Services 16-inch and 12-inch water lines located eight miles west and one mile south of Kingfisher in District 3.

(A second application for lines in the vicinity was rescinded by the company for correction and was tabled.)

• Petro Land Services – four-inch poly line located two miles east of Dover, District 2.

District 1 Commissioner Jeff Moss joined Shimanek and Dobrovolny in making each action unanimous.

Dobrovolny reported he would be attending a legislative meeting Wednesday at at the State Capitol as alternate legislative liaison of County Engineering District 8.

The event begins with a breakfast at 7 a.m. prepared by Association of County Commissioners of Oklahoma (ACCO).
