County commissioners table seismography request second time
Kingfisher County commissioners took no action Monday for a second time on a request by a seismograph company to conduct seismic operations on and along county roadways.
Commissioners tabled action on the matter a week earlier when Commission Chairman Jeff Moss recalled that he had been advised by the Oklahoma Corporation Commission regarding a seismograph operation in his district (1) that the county had no authority to prohibit seismograph companies from performing that service.
However, the companies may contract with private landowners to do seismic work on their land and the county’s attorney advised him to take no action at that time.
District 2 Commissioner Ray Alan Shimanek expressed concern about damage to roadways and right-of-way that could occur to county roads if the company performed the seismic work on roadways. The project area for the seismic work is all in District 2.
Shimanek made the motion to “take no action.”
District 3 Commissioner Heath Dobrovolny pointed out that any damage that might occur if the company performed vibroseis or “thumping” operations could be cause for civil action.
Moss commented that companies that perform the seismic operation would need to be responsible for traffic control in the areas of operation.
Shimanek said the “no action” action would allow the county time to obtain additional legal advice.
Because the topic was not “tabled” it will not automatically appear on a future agenda.
Commissioners approved a drug and alcohol testing agreement with Entero Services of Enid. A price list included with the contract included: On-site urine drug collection and testing, $45; on-site breath alcohol testing, $25; on-site breath alcohol confirmation testing, $25, and on-site fee $40.
Commissioners approved “notice to proceed” on a contract to do roof replacement and repair work on the courthouse roof, based on a low bid submitted at an earlier meeting, declared a number of items surplus for District 1, including two-way radios, water heater, air conditioner, shop heater, diesel pump, two pickup trucks and a sprayer, a utility easement for Cimarron Electric Coop to upgrade the distribution grid at the District 3 shop, naming Matt Blackwood to succeed Richard Raupe on the county 911 board, representing Okarche, and monthly activity reports from courthouse offices.
They also approved a resolution limiting traffic on a section of County Road EW 850 to local traffic in District 3. Dobrovolny said the road has only a 17.5-foot wide bridge and is not considered suitable for larger vehicles.
Commissioners authorized two public service access drives from county roads in District 3, one Enlink Oklahoma Crude located one mile east and seven miles south of Omega and the second for Oneok Hydrocarbon off of East 700 road east of NS 2910 Road.
Action taken on pipeline crossing permits included:
• Chisholm Operating General – Four six-inch salt water lines in District 2 located as follow: seven miles west of Hennessey, three miles south and 12 miles west of Hennessey, two miles south and 12 miles west of Hennessey and two miles south and 11 miles west of Hennessey, all approved.
• Select Energy Services, Inc. – three-inch water line located five miles south and four miles west of Hennessey, District 2, tabled, awaiting additional documentation.
• Legacy Energy Consulting – six-inch permanent water line located four miles east and two miles north of Omega.
• Complete Energy Services, Inc., – Two 3-inch lines, one in District 2 12 miles west of Dover, and one in District 3 located four miles north and one mile west of Loyal. Both received approval.
• McDonald Land Services – three three-inch temporary water lines in District 3 located as follow: four miles east and two miles north of Omega, six miles west and three miles south of Kingfisher, eight miles west and three miles south of Kingfisher, approved.
Following the regular meeting the commission held an executive session with lawyers representing the county in a lawsuit filed by Kingfisher Wind, which operates a wind-generating electrical system in the Okarche vicinity, opposing ad valorem taxes charged to the company.
