County considers fuel purchase proposal

Kingfisher County commissioners discussed a fuel purchasing proposal submitted by B.J. Waeger and Leo Voth of Sooner Cooperative in Fairview, but took no action.

Chairman Heath Dobrovolny, District 3, said that the plan would need to be approved by the District Attorney’s office - the county’s legal advisor - before commissioners could act on it.

The proposal by Waeger and Voth involves contracting fuel for a six-month period, guaranteeing that price despite market fluctuations, rather than purchasing itby bidding on a weekly or monthly basis as they do now.

Waeger said one additional benefit of the plan is a guarantee that if the county had not used all the fuel it contracted at the end of one contract period, the number of unused gallons could be rolled over to the next contract at no increase in price.

Commissioners took the proposal under study for potential action at a later date.

County Emergency Management Director Steve Loftis reported that COVID cases increased by 25 since last week’s meeting with 170 active cases, with the following active cases by community: Cashion 28, Dover six, Hennessey 46, Kingfisher 72, Loyal 7, and Okarche 11. Loftis said the county death toll remained 12.

Commissioners approved a change order for the U.S. 81 junction of Okarche’s Main Street project, monthly activity reports for county offices, Circuit Engineering District 8 auction policies - unchanged from last year, a list of four items in District 3 to be declared surplus, clearing the way for them to be auctioned off at the CED 8 auction later in the year, a public access drive for Markwest Oklahoma Gas Co. to be constructed with a 16-inch culvert one mile east of U.S. 81 on East County Road 850, a public access drive for Teocalli Exploration on the northeast side of North 18144 E. 760 Road with a 30-inch culvert, monthly appropriations for the month of December and the sheriff’s annual report on board of prisoners.

District 3 equipment declared surplus included a 2003 John Deere grader, two 2011 Ranco belly dump trailers and a 2015 John Deere flex-sing rotary mower.

The sheriff’s report listed a total cost of food of $64,311.58 for 11,327 total inmate days, a $5.68 per inmate-day average.

Present for the meeting in addition to Chairman Dobrovolny, District 1 Commissioner Jeff Moss and District 2 Commissioner Ray Alan Shimanek were County Clerk Jeannie Boevers, minute clerk, Pipeline Inspector Cody Murray, Loftis and Sheriff Dennis Banther.
