Kingfisher County commissioners agreed Monday to follow Gov. Kevin Stitt’s guidelines on reopening county buildings and services to pre-COVID-19 levels.

The courthouse is currently closed to the public but offices are still at work, allowing those with courthouse business to drop off their documents in boxes available in the lobby.

While visitors are limited to the lobby, Courthouse Security Officer and Deputy Sheriff Desmond Barnett may contact a county official to come to the lobby to consult with a customer if a personal visit is needed.

County Clerk Jeannie Boevers said that the courthouse activity level has not dropped noticeably during the COVID-19 closure.

After required action, documents are mailed back to customers.

Boevers noted that a 400-page oilfield-related document was handled and mailed back to one customer last week.

No action was taken by commissioners regarding reopening the courthouse. It was listed for discussion only.

County Emergency Manager Steve Loftis reported that to date there have been eight coronavirus illnesses reported in the county. Six have recovered and two are still receiving treatment.

He said he is still receiving personal protection equipment but the replacement rate has dropped with decreased need.

Under action items commissioners approved the following:

• Called for bids for six-month road and bridge materials and commercial roadway work for all three districts. Bid packets are available in the office of County Clerk Boevers. Bids will be accepted in the county clerk’s office until 4 p.m. on May 22 and opened at the regular county commissioners’ meeting on May 25.

• Declared a hoe clamp amulet for a backhoe previously declared surplus (for auction purposes) as surplus for District 3 – a bookkeeping procedure to meet state auditor requirements.

• Accepted a reimbursement form for a REAP grant for Kingfisher County Rural Water District No 3, authorizing payment of a $9,590 claim by Brown Engineering.

• Entered an agreement with Tulsa County Juvenile Detention Center on an as-needed basis regarding under-age detainees at a daily rate of $68.25.

All commissioners were present – Chairman Ray Alan Shimanek, District 2, Vice Chairman Heath Dobrovolny, District 3, and Jeff Moss, District 1, along with Boevers as minute clerk, County Engineer Nik Smith, County Pipeline Inspector Cody Murray, Sheriff Dennis Banther and Loftis.
