County to get extra $75K

Kingfisher County will receive a $75,000 material allocation distributed through the Association of County Commissioners of Oklahoma next fiscal year.

The state funds are distributed annually on a rotating basis to one of the 14 counties in ACCO’s Circuit Engineering District 8, which encompasses the panhandle and northwest corner of the state.

Commissioners approved the application for the rotating allocation at their weekly meeting and determined to divide it equally among the three county commissioner districts.

Dist. 3 Commissioner Heath Dobrovolny said he and fellow commissioners will have to specify what project they will be funding with their $25,000 allotment and the approximate cost, which will be paid from existing county funds and then reimbursed from the CED8 allocation sometime after July 1, 2020.

In other action, commissioners approved a Tobacco Settlement Healthy Living Program for the county health department that will provide a healthy living one-day workshop for facilitators of county physical activity programs, PE teachers and coaches, after-school program employees, welfare center employees, youth leaders, diabetes program facilitators and child care workers, approved a $1,282.30 refund from the Oklahoma Tax Commission for a sales tax overcharge regarding an Oklahoma Natural Gas use-sales tax payment, approved a $2,000 service agreement with Oklahoma State University Local Government Technology department for computer programs support for the county assessor’s office, authorized Thomas Ranallo of Troy & Banks, Inc., to have power of attorney to represent taxpayers before the Oklahoma Tax Commission for overpayment of sales tax on Oklahoma Natural Gas and authorized changes made to the public service-access drive permits as recommended by County Engineer Nik Smith to correspond with county pipeline crossing permits.

Pipeline road crossing permits were approved for the following:

• Recoil Oilfield Services – 12-inch water line located seven miles east and five miles south of Kingfisher, District 1.

• Western Land Services – 12-inch gas line five miles west of Hennessey, District 2.

• Howard Drilling Enterprises – 12-inch water line five miles east and six miles south of Kingfisher, District 1.

• Devon Energy Production – three 12-inch fresh water lines in District 3 located as follow: .5 mile east of Omega, .5 mile west of Omega and .25 mile south of Omega.

• Markwest Energy Operating Co. – 12-inch gas line and six-inch and four-inch oil lines located at two points in District 3, one crossing six miles north and six miles west of Okarche and another crossing four miles north and four miles west of Okarche.

• Transglobal Services – Two 20-inch steel oil lines in District 1 located three miles south of Cashion and six miles east of Okarche.

• Enlink Midstream – three four-inch steel oil lines located as follow: three miles east and six miles south of Omega, five miles east and six miles south of Omega and 3.5 miles east and six miles north of Omega.

• McDonald Land Services – 12-inch temporary water line three miles east and six miles south of Omega, permanent 18-inch water line located four miles east and four miles south of Omega, 12-inch temporary water line six miles west and four miles north of Okarche, and 12-inch temporary water line eight miles west of Okarche, all in District 3.

Commissioners also approved a public service-access drive for Navigator SMS Pipeline in the Southwest quarter of the Southwest Quarter of Section 22, T 15 N, R 9 West, 52 feet east of North 2720 Road in District 3, and reviewed reports on the Bluestem Pipeline Project, a Williams Co. gas line, which is running north-south through the western portion of the county, mostly in District 3.

All commissioners were present – Jeff Moss, District 1; Ray Alan Shimanek, District 2, and Heath Dobrovolny, District 3 – as well as County Clerk Jeannie Boevers as minute clerk, Pipeline Inspector Cody Murray and Nik Smith.
