County postpones road bids

Kingfisher County commissioners put off action on two of the three bids for resurfacing sections of county roads at their meeting Monday.

District 1 Commissioner Jeff Moss and District 3 Commissioner Heath Dobrovolny both said they wanted more time to study the bids, which were opened a week earlier.

District 2 Commissioner Ray Shimanek made a motion, approved unanimously, to accept the low bid of $1,433,160 submitted by Haskell Lemon Construction Co. to do asphalt overlay work on NS 2830 Road leading from the Ed Harrison Cimarron River Bridge north to S.H. 51.

Commissioners also declared two two-way radios belonging to District 1 as surplus items that can be removed from property lists, adding to a list of surplus equipment approved for District 1 at the preceding week’s meeting, and approved several changes on the county’s list of requisitioning and approving officers as follow:

REAP grant – chairman of board of county commissioners, requesting, and Emily Lee as receiving;

Free Fair Sales tax – removed Denise Boots as receiving official;

Drug Court Fund – removed retired Associate District Judge Robert Davis as requesting official and named Associate District Judge Lance Schneiter to succeed him;

Big 4 Fire Department – removed William Gray as requesting official, and,

County Clerk Lien Fee, Purchasing Agent, Photostat Recording, Data Processing, Preservation Fee, Excise Board, Emergency Management, LEPC-2LEPC Grant and Emergency Grant-Hazardous Material, Industrial Authority, Charity, General Government Sales Tax, County Audit, Welfare: removed Donna Conner as receiving agent on all accounts and added Gina Turner as receiving agent.

Commissioners approved the six-month bid list for road and bridge materials and contract labor tabulated lowest to highest, which had been opened at an earlier meeting.

Pipeline road crossing permits were approved for the following:

• Legacy Energy Consulting – 12-inch water line located two miles north and one-half mile east of Omega, District 3.

• Rodco Services – three-inch poly line. 60-day permit located two miles south and seven miles east of Hennessey, District 2.

• Ace Land Inc. - 10-inch permanent line located eight miles west of Hennessey, District 2.

• McDonald Land Services– three-inch poly line located four miles north and three miles west of Okarche, District 3.

• Enlink Midstream – two eight inch steel lines both located three miles east of Omega, District 3.

• Tetra Technologies – three 12-inch water lines in District 1 located as follow:10 miles east and three miles north of Kingfisher; nine miles east and three miles north of Kingfisher, and seven miles east and one mile north of Kingfisher.

• Complete Energy Services – three-inch water line located five miles west of Hennessey, District 2.

Moss announced that a bridge south of Cashion at the county line was under construction and the road would be closed until it is completed. He said law enforcement and first responders would be advised of the closure.

County Clerk Jeannie Boevers served as recording secretary and County Engineer Nik Smith and Pipeline Inspector Cody Murray also attended the meeting.
