County posts $17 million in 2020 needs
Kingfisher County’s estimate of needs for the 2019-20 fiscal year totals $17,161,762.18, according to the publication of the county’s financial statement last week.
The county’s solid financial status is revealed in the $12,082,106.67 cash fund balance carried over from last fiscal year.
Estimated miscellaneous revenues expected to be made available for county use (90 percent of actual receipts for the 2018-19 fiscal year), leave $4,416,234.73 to be raised from ad valorem tax.
County budget maker John Storm of the firm Storm and Hauser in Kingfisher, said the new year estimate, which exceeds last year’s estimate of $13,891,898.12, was made possible because of 20 years’ careful management by county officers.
Estimates of need, a required publication for counties, do not line up directly with actual county spending.
For example, the county invested some $3 million to get the new county jail project off the ground last year. The $9.1 million jail is being built through sales tax revenue through a separate account. The county bought the land for the jail site and paid for initial dirt work in order to reduce bonding requirements and costs. The jail, which is under construction near the hospital at the south edge of town, is scheduled for completion April 1, 2020. The estimate of need publication lists the following departments’ budget requests for the 2020 fiscal year as follow: District attorney (county portion) $25,724.84 (same as last year). Sheriff – $966,061 (up from $930,424 ). Treasurer – $256,820.66 (up from $232,618.35). County commissioners – $143,000 (down from $144,000). County clerk – $263,545.68 (up from $176,414.64). Court clerk – $199,042.99 (up from $189,740.65). County assessor – $211,800 (up from $195,898). County audit – $69,250.10 (down from $71,056.12). General government – $14,143,530.46 (up from $11,410,050.67 ). Excise-equalization board – $4,750 (same). Election office –$123,074.16 (up from $119,909.03). County purchasing agent – $89,500 (up from $62,000). Charity – $5,000 (same). Civil defense – $86,303.33 (up from $67,702.82). Revaluation of real property – $574,358.96 (up from $256,609.12.)
