County tables seismic permit request

Kingfisher County commissioners tabled action Monday on a permit request from TGS Geophysical Services LLC to do seismic work on and along county roads in the county.

District 2 County Commissioner Ray Alan Shimanek said he did not want to permit the work on county road right-of-way due to potential damage to roads.

The company’s targeted work area is in District 2.

Shimanek referred to past road damage inflicted by seismographic operations.

Commission Chairman Jeff Moss, District 1 commissioner, said he understood that the company could contract with private landowners to due seismic work and concurred with Shimanek’s concern about road damage connected with the operations.

Commissioners said they would refer the matter to the district attorney’s office for an opinion.

District 3 Commissioner Heath Dobrovolny made the motion to table action on the matter until a legal opinion is provided.

Commissioners held an executive session with attorney Jordan Miller of Oklahoma City law firm, Collins-Zorn-Wagner who is representing the county in a suit filed by Garrick Steven Yost.

When the commission returned to open session Shimanek made a motion to designate Dobrovolny as representative of the board to interact with the attorneys.

Commissioners approved the purchase of a tanker truck for the Cashion Fire Department including a fire-fighting chain saw option at a total price of $397,740.

Chief Fire and Safety submitted the low bid on the truck at $392,479. A second bid of $426,346 on the basic unit was submitted by Pierce Fire Equipment.

Cashion Fire Chief Michael Henry and Lt. Clayton Hill made the request to accept the Chief bid. Henry said funds would be transferred to the department’s capital outlay account from its county sales tax account to cover the purchase price.

Commissioners also took the following actions: renewed a juvenile detention agreement with the Sac and Fox Nation, authorized Troy and Banks to review charges from utility suppliers, reviewing them for overcharges, renewed an agreement for government trapper services at an annual cost of $2,400, approved an engagement letter for county audits for fiscal years 2017 and 2018 with the office of the state auditor and inspector, gave notice to proceed on repairs to the Calumet Road (NS 2740), and tabled action on a proposed contract with Entero Services to provide drug and alcohol testing services.

Commissioners reported the county treasurer’s office would be closed Thursday until noon to allow employees to attend funeral services for County Treasurer Robin Roth-er’s granddaughter.

County Clerk Jeannie Boevers reported the courthouse floors will be waxed and polished on Saturday, May 4.

Pipeline crossing permits on county roads and rights-of-way were approved as follow:

• Tetra Technologies – 12-inch water line 12 miles east and one mile south of Hennessey, District 2.

• Howard Drilling Enterprises – two 12-inch water lines in District 1, one located eight miles east and three miles south of Kingfisher and one located nine miles east and two miles north of Kingfisher.

• Enlink Midstream – four permanent lines including two 12-inch gas lines one-half mile east of Omega, and two six-inch oil lines, one at south edge of Omega and the other one-half mile east of Omega, all in District 3.

• Markwest Energy – three permits in District 3, including one for four-inch steel gas line, one four-inch steel oil line and an eight-inch steel gas line, all located six miles west and one mile north of Kingfisher.
