Crimes still germinate from grow facility

3 men charged with grand larceny from site of quadruple homicide

Three men are facing felony grand larceny charges after being caught trying to deliver allegedly stolen materials from a marijuana grow facility that previously was the site of a quadruple homicide.

Arrested July 20 east of Hennessey by Kingfisher County Sheriff’s Office deputies were Jifeng Chen, 44, of Flushing, N.Y.; Zhenfei Xie, 45, of Jamaica, N.Y.; and Lun Dian Zeng, 39, no home address listed.

All three were charged Tuesday in Kingfisher County District Court with grand larceny.

Chen also faces a misdemeanor count of eluding/attempting to elude a police officer.

According to a report filed by Deputy Charles Blackburn of the KCSO, he was patrolling east of Hennessey on State Highway 51 around 10:20 p.m. when he observed a U-Haul truck with an Arizona license plate driving east approximately 40 miles per hour in a 65 mph zone.

In his report, Blackburn said he believed the truck’s speed to be a hazard “as traffic was attempting to pass it on the two-lane highway” and attempted to initiate the traffic stop “to see why the vehicle was going so slow.”

The report said Blackburn activated the emergency lights in his vehicle and, after the vehicle did not pull over, later turned on the emergency sirens.

Blackburn’s report said he moved into the westbound lane to make sure he was visible to the driver, later identified as Chen. He said despite Chen seeing Blackburn in the rearview mirror, he did not pull over “for several more miles.”

Once he had the truck stopped, Blackburn secured all three men in handcuffs and learned that none of them spoke English, only Chinese.

Sgt. Corey Thompson arrived on the scene and later opened the back of the truck, which, according to the report, was “filled with a large amount of u-shaped metal poles, two large industrial sized box style fans and some power tools.”

The rear of the truck also had a marijuana odor and the two officers also observed marijuana stalks on the floor of the truck, the report said.

The officers were able to contact an Oklahoma Bureau of Narcotics interpreter, Zhiang Zhang, who spoke with Chen on speaker phone, according to the report.

Zhang later relayed to Blackburn that the three men had been at the grow site located at 2372 N 2760 Road north of Lacey.

It was at that facility that five Chinese nationals were shot “execution style” in November 2022.

Four were killed in the incident while one gunshot victim survived.

Chen Wu was arrested later in the month by Miami Beach Police Department and transported back to Kingfisher County by sheriff’s deputies.

Wu is facing four counts of first degree murder and a lone count of assault and battery with a deadly weapon, also a felony.

Zhang, according to the report, told Blackburn that Chen said they were to retrieve the items and deliver them to an address in Oklahoma City that was stored on his phone.

The report further said that OBN Special Agent Marshal Stafford told the officers the location had been seized by the OBN and “there shouldn’t be anyone on or removing items from the property.”

Seized from the truck were two cordless power drills, two industrial size box style fans and miscellaneous poles and industrial fans “typically used at marijuana grow facilities” according to the charges.

Blackwood’s report gave an initial value of the items of $7,500, but said a more accurate inventory would later be conducted.

The grand larceny charges carries a punishment of up to five years in prison and a $1,000 fine.

The misdemeanor carries a maximum of one year in jail and up to a $2,000 fine.

As for the grow facility murders, Wu remains jailed without bond and his next court appearance is Aug. 7, according to court records.

The survivor from that attack, Yi Fei Lin, was later charged with conspiracy against the state and aggravated manufacture of controlled dangerous substance with intent to manufacture, both felonies.

The conspiracy charge was for allegedly working with a straw owner, Richard Ignacio, in the grow operation. Ignacio was also charged with felony conspiracy.

Ignacio’s next appearance is late next month while Lin’s next appearance is set for Sept. 26.
