ESCAPEE AT LARGE

Authorities are still searching for an Oklahoma City woman on an Oklahoma Department of Corrections reintegration program in Kingfisher who allegedly cut off her ankle monitor and left town in a stolen vehicle.

Stacy Michelle Billings-Jones, 49, was charged last Tuesday with escaping from the department of corrections and larceny of an automobile and a warrant for her arrest was still outstanding at press time Friday.

Billings-Jones was charged after the conviction of five previous nonviolent felony offenses in Oklahoma and Cleveland counties and two to seven years in prison on the escape charge and up to life in prison on the vehicle theft charge.

According to DOC online records, Billings-Jones had been incarcerated for a year on a probation violation and was released from prison July 18 into the DOC’s supervised electronic monitoring program.

Billings-Jones was staying with a friend, Timothy Tipken of Kingfisher, under the supervision of DOC’s Probation and Parole Office in Kingfisher.

On Sept. 5, the DOC office was notified that Billings-Jones allegedly removed her ankle monitor and failed to report to the probation office, according to an affidavit signed by Probation and Parole Officer Mandy McDonald.

McDonald has been unable to contact Billings-Jones and her family and acquaintances have denied knowledge of her whereabouts, according to the affidavit.

Tipken reported to the sheriff’s office on Sept. 6 that his 2005 Chevrolet Silver-ado pickup truck had been stolen the day before and he believed Billings-Jones was driving it, according to a separate affidavit signed by Kingfisher Police Officer Dillon Chaloupek.

Tipken later reported he was contacted on Sept. 7 by a woman who identified herself as Megan Keith who said she had paid $1,500 for a pickup truck and then found an insurance verification with his name on it in the glove box.

Keith only provided “an apartment complex in southwest Oklahoma City” as her location, but the location on Tipken’s caller ID showed Midwest City, according to the affidavit. Keith did not answer any return calls from Tipken.

On the DOC website, Billings-Jones is described as Native American, with brown hair and eyes, 5-foot-3-inches tall and 121 pounds.

Anyone with any information about her whereabouts is asked to contact the Kingfisher Police Department or dial 911.
