The Kingfisher Police Department has investigated or responded to the following reports:

August 19 - Possession of marijuana. According to the report, Officer Jason East was advised of a greenhouse being constructed with visible marijuana plants inside located in the 100 block of West Fay Avenue.

According to the report, after making contact with the city building inspector, Officer East determined a permit had not been granted for the greenhouse and he advised the building inspector that he would address the marijuana plants with the owner and city officials could address the permit.

The officer stated in his report that he made contact with a 26-year-old male in the greenhouse, who was able to produce a valid medical marijuana card.

The officer noted seven mature marijuana plants in the greenhouse and the male subject stated there were three more mature plants in the house, according to the report. Officer East stated that he advised the subject that he was only allowed six mature plants in his possession according to state law and that he would seize the number of plants over the state limit, which was four plants.

The officer then advised the subject that he would be filing charges with the district attorney’s office and allowed him to choose which plants would be seized, according to the report.

August 22 - No driver’s license and transporting open container. According to the report, Officer Bro-den Carls made a traffic stop after witnessing a vehicle make an improper left turn from the outside lane of U.S. 81 and for a non-functioning third brake light.

The officer stated that when he approached the vehicle he detected the odor of alcohol and asked the driver, a 39-year-old male, if he had been drinking. The driver indicated he did not speak English and one of two passengers eventually stated that the driver had consumed alcohol recently, according to the report.

After Officers Justin Trumbley and Richard Staton arrived to assist, Officer Carls stated he ran the driver’s identification card, from Honduras, through the mobile computer and was unable to verify his identity.

Officer Trumbley spoke with the passengers about open containers in the vehicle and they handed him three cold, beer cans, according to the report.

The driver was placed under arrest for no driver’s license and the two passengers were advised to contact someone with a valid driver’s license to pick them up and retrieve the vehicle, the report stated.

The driver was transported to the county jail and issued a citation for no driver’s license, a citation for transporting an open container of beer, a warning for the improper left turn and another warning for non-functioning third brake light, according to the report.

August 23 - Driving under suspension. Officer Charles Trout made a traffic stop for speeding in the school zone on U.S. 81.

The officer stated in his report that after checking the driver’s identification he determined the driver, a 39-year-old male, had a suspended driver’s license.

The driver told the officer that he had documentation stating that he was allowed to drive because his class D driver’s license was valid and only his CDL class B were suspended, according to the report.

Officer Trout reported that he ran the information through his mobile computer and was unable to verify a valid class D license for the driver.

The driver was placed under arrest for driving with a suspended license and transported to the county jail, according to the report.

Officer Richard Staton assisted with the traffic stop.

September 4 - Protective order violation. Officers Justin Trumbley, Richard Staton and Broden Carls responded to an alleged burglary in progress and protective order violation in the 800 block of South 13th Street.

September 6 - Protective order violation. Officer Charles Trout took a report of an alleged violation of an emergency protective order.

September 7 - Possession of dangerous drugs prohibited. Officer Aaron Schlegel initiated a traffic stop of a 2002 Chevrolet Tahoe for an expired tag.

According to the report, the driver, a 41-year-old male, was driving with a suspended license and was not able to provide insurance verification for the vehicle.

The officer stated in his report that the driver was issued three citations - failure to display current number tag, failure to comply with the compulsory insurance law and operating a motor vehicle while driver’s license is suspended. The officer informed the driver that he and his passenger were free to leave, but that the vehicle would be impounded, according to the report.

The officer reported that as he was inventorying the vehicle he discovered a cigarette pack on the console which contained two pills that were identified as a schedule II controlled substance. Officer Schlegel stated that he would be filing a warrant for the arrest of both the driver and passenger for possession of a controlled and dangerous substance.
