Slow STACK? County approves just 5 road crossing permits

Kingfisher County commissioners approved only five requests for county road crossing permits at their regular weekly meeting Monday.

All five were in District 3.

Four permits were for six-inch permanent oil lines in the vicinity of Omega for Enlink Midstream. A fifth was for a 12-inch permanent produced water line seven miles south and three miles east of Loyal.

The permit requests marked a record low since the STACK oil and gas play got under way in the county.

Commissioners approved soliciting bids for three asphalt paving projects, one in each commissioner district. Roads targeted for a two-inch asphalt overlay include: NS 2830 in District 2 from the Cimarron River Bridge north to S.H. 51, NS 2700 and EW 790 and 780 in the vicinity of Lomega High School in District 3 and EW 760 Road (Lemon Road) in District 1.

District 3 Commissioner Heath Dobrovolny announced that a section of the Calumet-Loyal Road would be closed beginning Wednesday, May 1, while repairs were made to the bridge and roadway from S.H 33 to EW Road 840.

Dobrovolny said the road would be closed for five or six weeks due to work on the bridge.

Commissioners agreed to a proposal from a company offering to audit county utility bills for possible overpayment receiving 35 percent of any over-charges they might find.

“It won’t cost the county anything,” District 2 Commissioner Ray Alan Shimanek said.

Commissioners agreed to place the item on next Monday’s agenda for official action. It was submitted under correspondence and reports for discussion Monday, thus not an actionable item.

Commissioners also approved requests to dispose of two pieces of equipment for the sheriff’s office, a refrigerator and computer which had been designated surplus at an earlier meeting.

A construction contract with RRY Services for a bridge on the Duffy Blacktop, which had submitted the low bid on the project at an earlier meeting received approval as did a utility easement for Cimarron Electric Cooperative for san electric line to the new county jail which is under construction at the south side of the city.

A quote for a bridge replacement project 3.5 miles east and one mile north of Hennessey in District 2 received approval along with a resolution to remove a half-ton pickup truck belonging to District 2 from the CED 8 auction list. The vehicle did not get taken to the auction.

Commissioners also approved a $50,000 contract for services from Total Assessments Solytions Corp. for the county assessor’s office and an electrician’s invoice of $1,085.80 for NODA for Kingfisher County Rural Water District.

The Enlink oil line road crossing permits approved were for sites four miles east and one mile south of Omega, four miles east of Omega and two locations five miles east of Omega.

District 1 Commissioner Jeff Moss chaired the meeting and County Clerk Jeannie Boevers served as minute secretary.

Monty Taylor of P&K Equipment Co., County Engineer Nik Smith and County Pipeline inspector Cody Murray also attended the meeting.
