Roads a mess; now what?

Looks like the huge railroad offloading frac sand facility has closed. Chains and cones up, facility is deserted. I believe it sits on State School land. Now what happens?

Kingfisher and Blaine county roads look like third world country infrastructure. These two counties provided huge amounts of tax revenue to state, county, and municipal coffers.

Will they now spend some of that windfall to repair the roads that generated those tax revenues?
