Representative Mike Dobrinski reports: Legislative priorities

In advance of session, which starts Feb. 3, I’ve set some priorities for legislation I will be filing this year.

First, will be a measure to ensure proper public notifi cation and permitting of new renewable energy projects through the Oklahoma Corporation Commission. This is similar to the process used for decades by the oil and gas industry. Permit fees will be based on the size and scope of each project to offset the fiscal impact on the OCC.

Second, will be to establish setbacks on solar projects. Other lawmakers are proposing moratoriums on new facilities. I’m asking for setbacks of 100 feet from a property’s edge and 500 feet from an existing dwelling.

Third, is a prohibition of counterfeit airbags in the automotive repair service industry. This is a consumer safety measure. There is growing concern of the availability of these counterfeit devices and the dangerous consequences they create for the public.

Fourth, will be a measure to assist our state museums in disposing of abandoned surplus property, which will save them and state taxpayers money.

The Terry Peach Act is successfully addressing the invasive Eastern Red Cedar after decades of indifference by state leaders. The Oklahoma Conservation Commission has implemented training and support for rural fire departments and burn associations, while utilizing commission staff and equipment to mechanically remove in areas around housing developments and critical infrastructure. They have moved into both the Cimarron and South Canadian watersheds from the initial trial area along the North Canadian.

Also, recently, I took part in the dedication of the Col. Derek Grimes Memorial Highway near Lacey.

Col. Derek Ivan Grimes grew up on a farm near Lacey and served and taught in posts all over the world as a member of the Air Force Judge Advocate General Corps. He earned multiple medals during his service and was a valued member of our Northwest Oklahoma community. He died last January. It was an honor to work to get this section at the junction of State Highways 132 and 51 named after this Oklahoma hero. I was able to present Col. Grimes’ wife, Kathleen, with a citation from the Oklahoma House of Representatives during the ceremony.

Also this year, I have been named to serve on the House Appropriations & Budget Human Services Subcommittee. This committee oversees appropriations for several state agencies, including the Department of Human Services. The department has a new director and many new staff members who started work in September. The changes at this agency are needed, including more services and support at the local level, particularly in our rural communities. I’m glad to be in a position where I can hopefully help facilitate some positive outcomes for those who interact with DHS in the future.
