Paving job goes to lowest bidder
Kingfisher County commissioners approved the low bid of T.J. Campbell Construction of Oklahoma City to provide asphalt overlay work on county roads this summer.
The move was made Monday during the commissioners’ weekly meeting.
All commissioners – Anthony Schwarz, District 3, chairman; Jeff Moss, District 1, vice-chairman, and Mike Sparks, District 2 – voted “yes” on the action citing the bid as providing considerable savings for projects planned in all three county districts.
Seven bids were opened for the project at the previous week’s meeting, but any decision on them was tabled to allow commissioners and County Engineer Nik Smith to review them.
Bids in District 1 were sought for the area at Big Four at County Roads N2920 and E760.
In District 2, it’s for CR E715, which is just east of Dover.
The project in District 3 is on CR N2830.
There were base bids made in each district.
Districts 1 and 2 had one alternate bid apiece and District 3 had three alternates.
T.J. Campbell Construction had not only the lowest overall bid, but also the lowest bid in each district.
The company’s overall bid was $4,852,862.45. (Note: You can see overall amount of each bid in the story in the May 8 edition.)
Broken down, T.J. Campbell’s bid for District 1 was $1,967,105.37 for the base and $34,974 for the alternate for a total of $2,002,079.37.
In District 2, its bid was $716,272.33 for the base and $10,581 for the alternate for a total of $726,853.33.
The base bid in District 3 was $1,597,877.95. The first alternate bid was $23,838; the second alternate was $496,942.80; and the third alternate was $5,271. The total District 3 bid was $2,123,929.75.
The next lowest overall bid came from Schwarz Paving in the amount of $5,681,852.23, a difference of more than $820,000.
The bids ranged all the way up to more than $6.8 million.
Schwarz reported oil and chip projects were scheduled to begin this week and asked cooperation of residents in avoid- ing use of the roads after oil was applied until after the work was completed.
Commissioners also approved the bid of Denali Plumbing on a water line replacement project for Kingfisher Rural Water District 3. Bids were opened at an earlier meeting.
On motion of Sparks, commissioners tabled action on a pipeline road crossing request by Enlink Midstream for a 4.5 inch steel line, citing inadequate notice.
Also approved were the following:
• Monthly reports of the treasurer, election board and sheriff departments;
• Removing Taylor Stober/ Mills as official receiving officer and adding Aliessia Jones and Chris Mendez for the museum;
• Solicitation of bids for the six-month county bids for road and bridge materials and commercial roadway work in all districts (Bids will be received in the office of the county clerk until 4 p.m. June 6 and opened at the commissioners’ meeting on June 9.);
• Renewal of a contract with Oklahoma Juvenile Affairs for detention transportation; • Purchasing card purchases totaling $1,082.21;
• Cashion Acres plat west of the intersection of E880 and N2970 roads in District 1;
• A public access road for Chris Kuehn near Big Four with 24-inch culvert;
• Low phone quote of Dean Horn and Son for replacement of a damaged bridge in District 2. The winning bid cited $33,000, $35 per foot for additional piling over 40 feet and $250 per splice for welding over 40 feet, and,
• Transfers and appropriations for the month of April.
Also present for the meeting were County Clerk Emily Lee as official minute clerk, Engineer Nik Smith, Sheriff Aaron Pitts, Emergency Management Director Ryan Deatherage and citizen visitor Kelly Buck.
