Woman charged with felonies of sexual acts with minors

A Kingfisher woman was arrested recently and faces multiple felony charges that involve alleged sexual acts with minors.

Stephanie Ann Dozier, 26, was charged last Wednesday in Kingfisher County District Court with seven felonies, including first degree rape with a victim under 14 years of age.

Other charges include three counts of performing a lewd act in the presence of a minor, forcible sodomy, lewd or indecent acts to a child under 16 and soliciting sexual conduct or communication with a minor by use of technology.

If convicted, Dozier faces serious jail time.

The count of lewd or indecent act to a child under 16 carries a prison sentence of no less than 25 years.

Two of the performing lewd acts in the presence of a minor also have sentences of no less than 25 years in prison.

A third count of performing lewd act in the presence of a minor has a sentence of 3 to 20 years while the soliciting sexual conduct by use of technology has a sentence of up to 10 years and/or a fine of up to $10,000.

Dozier made her initial appearance before Associ- ate District Judge Lance Schneiter last Wednesday and pleaded not guilty to the charges. Bond was set at $50,000 and her next appearance is July 25.

As of Tuesday morning, Dozier remained incarcerated at the Kingfisher County Criminal Justice Center.

The charges were handed down after an investigation by the Kingfisher County Sheriffs Office.

According to a probable cause affidavit signed by Deputy Charles Blackburn after a woman was alerted about a photo allegedly sent to a 13-year-old boy by Dozier via the Snapchat app.

The photo, according to testimony in the affidavit, depicted an unknown female masturbating.

The woman said she called authorities because her daughter “spent a lot of time around Dozier.”

Blackburn later interviewed the 13-year-old recipient of the photo as well as the boys’ mother, who gave permission for the interview.

According to the affidavit, the boy told Blackburn he did receive the photo from Dozier via Snapchat and immediately blocked her. He also said he sent the photo to his sister, whom he said was friends with Dozier, via text message and stated “look what your friend sent me” before deleting the photo from his phone, according to the affidavit.

The photo was preceded by a Snapchat message asking what the boy was doing and the photo had a caption of “if you want me to stop, just tell me,” according to the affidavit.

The boy’s mother told Blackburn that Dozier contacted her a couple of days after the photo was allegedly sent, “told her what she had done and apologized, stating it was an accident,” according to the affidavit.

When Blackburn interviewedDozier on June 1, she “admitted she sent the photo in question to (the boy) and stated it was an accident, she intended to send it to another friend,” according to the affidavit.

About two weeks after that interview, Blackburn received a call from the original reporting party about an incident that led him to further investigate.

A forensic interview with the reporting party’s daughter revealed a number of alleged sexual incidents by Dozier to the girl, according to the affidavit.

A sexual assault nurse examiner (SANE) exam indicated “confirmed sexual abuse,” according to the affidavit.
