Born and raised in Kingfisher County, he earned his undergraduate degree from Oklahoma State University in 1972, then graduated from the University of Oklahoma School of Law in 1975. He was admitted into practice that same year and also has an abstractor’s license. Harrison was appointed by then-Governor Mary Fallin to be the District 1 representative for the Oklahoma Abstractors Board and later served as chairman of that board.
